2nd Congress on Social Security

The 2nd Congress on Social Security was held at Havana’s Convention Center, under the premise “We will Achieve Complete Justice”. Participants focused on social policies in the strategic fields of health, retirement, aging, social integration of older people, social services and disability, employment, safety and health care at work and experiences on social work.

Actions linked to the Revolution’s social policy in the interests of achieving a healthy, active longevity and the full participation of older people in daily life, were debated under the terms of their contribution to face the aging of the Cuban population that is approaching, with an optimum use of old people’s capabilities.

The administration of a budget of 3.5 billion pesos this year, devoted to the attention of one and a half million beneficiaries, is an indication of the Cuban Socialist State’s devotion to older people. The two figures, due to their connotation, explain the full coverage of social security services for the population, while at the same time it requires a careful supervision of its expenditure.

Today, Cuba has, as a product of the Revolution in the fields of health and education, an increase of life expectancy -- presently 77 years; a decrease in birth rate; changes in the structure and size of families; an active participation of women in all spheres of life; and an incessant increase of human resources; which has turned the phenomenon of population aging into an issue of top interest.
