The Ministry of Labor and Social Security (MTSS) is an organization of the State’s Central
Administration, according to provisions made in Article 10 of Decree-Law 147, issued on
April 21st, 1994, on the re-organization of institutions belonging to the State’s Central
Administration.

In accordance with the July 2/2001 Agreement 4085 of the Council of Ministers’ Executive
Committee, the Ministry of Labor and Social Security is in charge of proposing, leading,
controlling and systematically evaluating the policy of the Cuban State and Government in
terms of labor, salary, safety and protection at work, care and social security, with the
powers and specific functions provided in the agreement.
Attached to the Ministry of Labor and Social Security are the National Institute of Social
Security (INASS), the National Office for Labor Inspection (ONIT), the National Center
for Leadership Training and Development (CNFDC), the National Institute for Labor
Studies and Research (IEIT), the National Commission for Prevention and Social Care and
the National Council for the Protection of the Disabled, with the purpose of fulfilling some
of the state duties listed on the aforementioned Agreement 4085.
Minister: Alfredo Morales Cartaya
Mission: To develop full employment; the Strategic Management of Human Resources for
the achievement of top human, economic and social performance; and the new model of
Social Security management.
Approach: An institution acknowledged as advanced in the management of full
employment, human resources and social security for all.
